An inmate of the Guahati central jail surreptitiously passed a note to jaurnalists while they were being shifted to hospital after testing positive for Covid 19 claiming that about 95% prisoners are sick showing symtomps of the disease but just a small percentage was tested. After the virus was introduced in the jail once, there is no way to prevent all inmates from getting infected given the overcrowded condition of the jail.
A large number of them are under trial prisoners still innocent as yet to be proven guilty. Another large number of them are political prisoners. Yet another section is just petty criminals. But importantly, those who are hardened criminal can not be made to suffer anything excess of their sentence. Nobody is sentenced to get infected and possibly die of corona virus. The infection and death would amount to custodial torture and custodial death.
They are kept there in this condition in the name of the state and of the society– in our name. We cant be absolved of our responsibility.
